I don't think it's related to e-stim. I've had those tiny blood blisters on my ball sack for years now - long before I even knew of e-stim. I did some research on the condition some time ago and it has a medical name that I can never remember - angiokeratoma (looked it up). You have to be very careful when shaving your balls because if you nick one of them, they bleed like crazy. I always carry tiny bandages with me when I travel just in case one opens up on its own which is extremely rare in my case. My preferred brand is Nexcare Waterproof Bandages.
